Here's another article I found in the Covington Journal of March 1, 1862, this one concerning a government order to other local newspapers.
Some of the Cincinnati dailies are manifestly annoyed by the order of the Secretary of War requiring them to withhold from publication information about the movements of Federal forces. We have nothing to say concerning the necessity of the order; but there can be no doubt that by the suppression of the sensation (sic) dispatches which have formed so prominent a feature in two or three of the Cincinnati dailies, the public will lose nothing; however, the pockets of the publishers may be effected. (sic)
